Monique Frison is acting Director General in the Strategic Policy and Priority Initiatives Branch of Infrastructure Canada, where she has worked for the past year as the Investing in Canada Plan was developed.  Previously, she was a consultant with the International Organization for Migration in Geneva, Switzerland, working on migration policy and governance, including for migrants caught in countries experiencing crisis.  Before her time in Geneva, she was a Director at Immigration, Refugees and Citizenship Canada, focusing on information sharing and identity policy, and contributing to the Canada-United States Beyond the Border Action Plan.  She started her career with the federal government as a foreign service officer, working on trade policy and negotiations.  She also served at the Canadian Embassy in Washington, working in congressional relations and trade policy.  She has a Bachelor of Laws (Common Law) from the University of Ottawa, and a Bachelor of Business Administration from Cape Breton University.
